Cheyenne reports double-digit sales-tax gains; administration proposes 3% COLA for city employees

Cheyenne’s sales-tax receipts are running ahead of last year and the administration has proposed a 3% cost-of-living adjustment for city employees, Dr. Mark Rene said in the city’s November update.

Dr. Rene said September sales-tax receipts showed a $285,000 increase over the same month in 2024, which he described as a 12% increase. He said October revenue increased 14.2% year-over-year and that the fiscal year-to-date total is almost 13% ahead of 2024.

On employee pay, Dr. Rene said the administration has introduced a 3% COLA and that the council should approve the increase in early December. The transcript did not include the ordinance or motion text, a cost estimate for the pay proposal, or a recorded vote.

The update did not connect the sales-tax gains to specific budget line items, nor did it provide a multi-year revenue forecast.
