Council appoints stormwater adviser, discusses FEMA, regional coordination

At the Dec. 16 meeting the Hollywood Park City Council approved a resolution authorizing the mayor to appoint Arturo Bridal Jr. to an ad hoc stormwater and drainage oversight committee to advise the town and represent it at regional watershed meetings.

Arturo, who introduced himself to the council during the discussion, explained FEMA provides minimum floodplain standards that local communities may augment through more restrictive ordinances. He urged the town to take an active advisory role and to coordinate with regional partners such as the San Antonio River Authority and TxDOT to track stormwater impacts from nearby development.

Council members asked whether the ad hoc committee would have decision-making authority. Staff clarified the committee would be advisory; the mayor confirmed any additional appointees would require council approval and that committee objectives and qualifications would be set by council.

The council voted to approve the appointment after questions about certification status and committee scope. Arturo said he will recertify a pending credential within six months and that he holds a professional-engineer license.
