The Lancaster City Planning Commission reviewed a draft comprehensive plan from neighboring East Lampeter Township and offered mostly high-level feedback rather than formal comments.
Staff noted municipalities are asked to review draft plans and collect broad themes rather than detailed edits. Commissioner 4 said the draft felt disorganized, with uneven chapter structure and inadequate explanation of outreach and methodology, and recommended reorganizing material so goals and action items are clearer. Commissioner 6 said the township’s policy direction is generally sound but cautioned against over-emphasizing tourism and urged continued focus on farmland preservation and housing tools.
Staff said they can coordinate a collective response and asked commissioners to submit comments by an informal near-term target (staff referenced a 45-day review window). Commissioners agreed some issues are likely better addressed between the township and its consultant but requested staff collect and compile local feedback into a single response.
No formal motion was recorded on the comprehensive-plan review; staff will accept written comments and coordinate a cohesive response to East Lampeter Township.
