Atchison County accepts solid-waste director's resignation and appoints successor

Atchison County commissioners on Dec. 23 accepted the resignation of Solid Waste Director Stacy Waggle and immediately appointed Anthony J. Goodpasture as the county's new solid-waste director.

The board said it received a resignation letter in workshop that morning indicating Waggle's last day would be Dec. 26, 2025. Commissioners moved to accept the resignation and then moved to appoint Goodpasture, with both motions passing by recorded voice vote (three in favor, none opposed). Chair and commissioners noted documentation explaining the resignation was filed with the county clerk.

The commission directed human-resources and finance staff to process separation paperwork for Waggle and to complete appointment paperwork and onboarding for Goodpasture with an effective date of Dec. 27, 2025. The actions followed executive-session discussions about non-elected personnel under K.S.A. 75-4319(b)(1); the board did not disclose personnel details in open session.
