Middletown approves $200,000 general-fund advance to stormwater fund after cybersecurity misallocation

Middletown City Council on Dec. 29 approved Resolution R2025-46, authorizing a $200,000 advance from the general fund to the stormwater fund, subject to repayment. City staff said the advance was needed after water-billing revenues were not allocated to the appropriate funds following a recent cybersecurity incident.

Miss Combs, city staff, explained the request as “a $200,000 general fund advance to the stormwater fund to be repaid.” She said the situation is similar to a solid-waste advance the council approved Dec. 16 and that the misallocation of revenues resulted from the recent cybersecurity incident affecting billing allocations.

Council members moved and seconded the resolution, and after no discussion the clerk called the roll. Mayor Slamka and Council Members Lolli, West and Horn voted in favor and the clerk announced the legislation passes.

The measure is described in the staff report as a short-term, repayable advance rather than a permanent transfer. The council did not attach additional conditions or a repayment schedule during the meeting; such implementation details were not specified on the record.
