The Charter Review Board reviewed proposed revisions to charter section 2.511 that would modernize language referring to "slum districts" and the "rehabilitation of blight areas." Samor, representing the city attorney's office, advised the board that changes are possible but should continue to reference Florida Statutes Chapter 163, Part 3 so the city retains the statutory authority to adopt redevelopment or revitalization plans.
Samor read two alternative phrasings: one that replaces the older terms with language referencing improvement, rehabilitation or redevelopment of areas in need of revitalization, and another that couples that modernization with explicit reference back to chapter 163, part 3 and other applicable laws and adds a community-development framing (equitable and sustainable development). Samor emphasized this constitutes a charter amendment and that the board's role is to recommend language to the commission; the commission decides ballot placement.
Board members expressed support for updating the wording while seeking assurance that eligibility for state grants and other statutory programs would not be impaired; Samor and other board members confirmed the proposed alternatives maintain the statutory link. The attorney will prepare formal amendment text for the board to review at its next meeting before any recommendation is forwarded to the City Commission.
