Commission discusses hangar leasing progress and options to enforce 'active aircraft' requirements

Leasing progress: Staff reported that the lease-management system is functioning for most tenants although integration with an app and compatibility with Apple devices remains a work in progress. Active-aircraft enforcement: Commissioners discussed the practicalities of enforcing an 'active aircraft' clause in the revised leases. Staff said the leases now define "active aircraft" and give the airport authority to check activity; they plan to perform an audit of tenant compliance once the leasing rollout is complete. Ideas discussed included encouraging or requiring tenants to move unused aircraft to tie-downs, requiring documentation of maintenance, and a biannual flight-review requirement as a possible enforceable metric; commissioners emphasized a measured approach to avoid unduly disrupting tenants' lives.

Next steps: Staff will continue signings, review tenant records against the new lease language and develop an approach to address persistently inactive accounts. The commission acknowledged this is a problem many airports face nationwide and stressed pursuing remedies carefully and in compliance with grant assurances and insurance considerations.
