Hubbard County board approves after‑the‑fact roof/eave variance on Long Lake, requires gutters

The Hubbard County Board of Adjustment approved an after‑the‑fact variance for a Long Lake property and attached a mitigation condition requiring gutters to manage runoff.

The board heard variance application 63V25 from applicant Doug Franzen of 2016 Bauer Road (Franzen identified himself at the hearing). He told the board he added approximately a 2‑foot eave and new roof to stop water intrusion and interior damage; he said insurance and urgency drove the repairs and that he did not obtain a permit before starting work. Franzen said the new eave reduced ongoing damage to siding and interior floor systems.

Board member Ken said the increased nonconformance resulted from the 2‑foot overhang but that he did not see a material impact on the lake because of topography and adjacent conservation property. Larry and Veronica emphasized that failing to check with Environmental Services was a problem; Veronica and Ken both recommended gutters as a mitigation measure. Veronica moved to approve the after‑the‑fact variance with the condition that gutters be installed on the cabin and direct water away from the lake; Tim seconded the motion. The board voted unanimously to approve. Staff told the applicant he will receive a letter from Environmental Services documenting the decision and any compliance steps.

The approval is limited to the relief requested in the application and the added gutter condition. The board advised the applicant to contact Environmental Services before making future changes.
