Monroe Council approves claims, hears reports on water, street lights and contract terms

Monroe Township — At its Dec. 22 meeting the council approved payment of claims and took updates from staff and council on several operational matters.

Payments of claims dated Dec. 17, 2025 were approved on roll call. Town staff thanked Department of Public Works, parks staff and MTUD for responses to a recent snowstorm. The engineer reported continued work on the James Monroe Park concession stand despite slower progress due to cold weather.

Council members raised resident complaints about brown or discolored water. Town staff said MTUD identified unauthorized use of a fire hydrant in the Venue community, flushed the system, confirmed the water was safe and reported the issue had been resolved as of the prior day. Council also discussed street‑light outages; staff reported 250 reported outages, 70 remaining unrepaired and that a JCP&L representative is expected at a council meeting in 2026 to answer further questions.

The council also addressed several resolutions discussed in public comment: a refund resolution (about $24,000) tied to newly granted disabled‑veteran exemptions and Resolution 278, which authorizes a one‑year professional‑services contract with Louis Raynone's firm. Town staff explained $27,000 covers council‑meeting attendance and general legal fees are capped at $428,400 for the contract year.

Councilmembers closed public comment and thanked residents and staff for their holiday work and community events; the meeting adjourned at 7:07 p.m.
