Commissioners approve employee handbook updates but agree to revisit major PTO change

Greene County commissioners approved updated employee handbook language but recognized one significant personnel change requires more preparation: converting separate vacation and sick leave into a single paid time off (PTO) schedule.

County Attorney Marvin told the commission the handbook is otherwise ready to proceed but that the PTO change is "very major, very significant" and would affect all employees. He recommended that, if the PTO section could not be finalized for a January 1 effective date, the PTO change be carved out and delayed until Jan. 1, 2027 to allow employees and administrators time to adjust and to troubleshoot implementation. Marvin said the delay would give staff time to answer employees’ questions and work through operational details.

Commissioners discussed the county council’s upcoming special meeting and timing for approvals. One commissioner said council members had indicated they might modify the committee’s recommendations, and the commission agreed it could approve the presented language now while reserving the right to approve any council-driven changes at a future meeting.

The commission ultimately made and approved a motion to adopt the presented handbook updates, with the understanding that the PTO clause could be delayed or approved later depending on the council’s actions and readiness to implement the change.
