Collingswood board votes to adopt committee-of-the-whole working sessions; some members ask for implementation details

The Collingswood Public School District Board of Education voted in December to adopt a revised meeting structure that moves substantive committee work into a committee-of-the-whole working session held the week before regular board meetings.

Proponents said the change would create a single, public working session to allow deeper discussion and more time to refine proposals before formal votes. "I think a lot of us would like to have the discussion and some time to ruminate on it before voting," one board member said during the discussion.

Board members raised practical questions about how the change would work: where and when public comment would be scheduled, whether closed executive sessions would be needed at the end of working sessions for personnel or privacy-sensitive items, how calendars would be published, and whether attorneys should attend early meetings to advise on confidentiality. Several members urged that implementation details be finalized after the January reorganization when new leadership and committee assignments are set.

At roll call for policy item 14.03, most members voted in favor. Two members recorded 'no' votes (Miss Maya and Miss Mikulski); other members voted yes or registered abstentions on specific items where required. Supporters said the committee-of-the-whole format has been adopted in other districts and can be structured to preserve required public-comment opportunities and to use district devices to ensure public records are maintained for on-table communications.

Board members agreed to finalize the calendar and logistics after the Jan. 5 reorganization meeting, when presidents and committee assignments for the three participating towns are set. The board's clerk said agendas for committee-of-the-whole meetings will be published because those sessions are public board meetings.
