Xenia council approves FBI‑funded range upgrade, community paramedicine pilot and new dispatch cost sharing

Xenia City Council on Dec. 22 approved multiple public‑safety measures, including a federally funded upgrade to the police firing range, a one‑year community paramedicine pilot and a revised cost‑sharing agreement for consolidated 911 dispatch.

Staff presented a contract award for a 20‑lane electronic turning‑target system; Action Target was the single qualified proposer. Staff said the FBI will fund the project and the contract award was approved by roll call.

Council also approved a one‑year community paramedicine pilot within the Xenia Fire & EMS division. Staff described the pilot as operating up to three days per week using existing personnel and vehicles to proactively manage frequent EMS users and non‑emergent calls, and to connect residents with community partners such as Caring Health Network and the county health department. The program’s initial goal is to reduce repeat EMS calls by about 10% in the first year, staff said.

Finally, council approved an addendum to the Greene County consolidated dispatch agreement that shifts the county’s share to cover the first 44% of total operating expenses and allocates the remaining 56% among participating jurisdictions on a per‑capita basis beginning in 2027. Staff told council the change is intended to make cost sharing more proportional and relieve an estimated ongoing subsidy the city has been carrying.

All three items passed by roll call during the meeting; staff will proceed with contract execution on the range project, begin design and metrics for the paramedicine pilot and finalize the dispatch addendum with county partners.
