Granbury council awards nearly $10 million in water and sewer relocation contracts for U.S. 377 project

The Granbury City Council voted unanimously on Dec. 16 to award four construction contracts that together total $9,991,133.25 for water and sewer relocations related to TxDOT's U.S. Highway 377 improvements. Council also authorized a $2,000,000 contingency for the project.

The contracts listed in the deliberation item were: Alcott Inc. DBA TCH Underground for a Lake Granbury waterline crossing ($4,327,227.25); Fambro Construction LLC for a Lake Granbury force main crossing ($1,892,658); EGW Services for the U.S. 377 water and sewer contract ($1,679,844); and BNL Construction Company for State Highway 144 water and sewer ($2,091,404). City staff said the four contracts came in slightly under the engineer's estimate by roughly $150,000 to $160,000.

Chris Hay, the engineer of record with EHT, told council the projects were advertised for competitive sealed proposals, a scoring committee evaluated proposals received Nov. 20, and staff concurred with the highest-scoring proposers. On funding, City Manager Kaufman said the city plans to use the State Infrastructure Bank through TxDOT and that the loan is queued as a 20-year note at 3.99% interest; TxDOT's commission must formalize the award next month. "If for some reason that SIB is not approved, then we will need to issue bonds to pay for this project," Kaufman said.

Councilwoman Parker moved to approve the awards and Mister Corrigan seconded; the presiding official announced the motion passed unanimously.

Next steps: TxDOT's commission is expected to formalize the SIB award; upon formalization, staff will issue notices to proceed consistent with contract timelines (staff discussed a target completion near 270 days from notice to proceed).
