The Planning Commission on Dec. 22 approved a conditional use permit allowing the Albany County Hospital District to construct a commercial parking lot and vehicle storage garage on a 1‑acre parcel at 3315 Joanna Bruner Street adjacent to the hospital.
City staff explained the parcel is a separate legal lot from the main hospital campus and therefore required a conditional use permit despite parking and vehicle storage being typical hospital operations. Staff reviewed site access, landscaping, lighting and buffering and noted the proposal includes significant landscape buffering along residential edges that exceeds minimum code requirements.
Staff told the Commission the site design is largely complete but that a few technical items remain. To accommodate minor remaining details, staff recommended a permit condition that would allow small adjustments to be approved administratively rather than requiring a new conditional use permit.
The Planning Commission voted 4 in favor, 0 against to approve the conditional use permit subject to all staff‑recommended conditions; the transcript does not record individual member names for the roll call. The Commission’s recap directed the public to the City of Laramie planning website for project documents and future meeting participation.
