Board recommends COA for roof and gutter repairs at 345 West Marshall Street

The Norristown Historical Architecture Review Board recommended that municipal council issue a Certificate of Appropriateness for exterior roof and gutter repairs at 345 West Marshall Street.

The owner (on the phone) said the roof is old and that storm-driven snow had damaged the trough gutter and downspouts. The applicant asked to replace the existing flat gutter portion and to install new asphalt shingles over an EPDM underlayer. Board members discussed materials and acceptable approaches for the cornice and fascia; they indicated preference for in-kind wood repair where possible and said replacing damaged trim then recapping in a matching finish is acceptable when necessary.

A motion recommending a COA that specified: replacement of existing asphalt shingles with new asphalt shingles over an EPDM underlayer; replacement of existing gutters and downspouts with aluminum where specified; and scraping, repair and repainting of wood trim carried and will be forwarded to municipal council. The applicant confirmed the board's conditions and that the contractor will perform EPDM underlayment followed by asphalt shingle installation.

The board noted the need to coordinate permit issuance and any visible trim changes so the final installation remains consistent with the district's character.
