The Doral City Council unanimously approved a resolution authorizing the city manager to execute a multi-year agreement for a parks-and-recreation registration and membership software after parks staff recommended Amelia as the preferred platform.
Parks staff said the city currently uses two separate systems — RegTrak and Mindbody — and that the combined setup is cumbersome. Michael Festa, who presented the item, said the department evaluated eight vendors and recommended Amelia for its consolidated features (program registrations, gym and pool memberships, facility reservations and a mobile application). Festa said the city currently spends about $37,000 per year on existing systems and that Amelia’s quoted typical annual rate is roughly $39,000, with a $12,000 implementation cost in year one.
Festa outlined a phased implementation that staff estimates could be shortened to about six months if the city dedicates an internal team; otherwise the developer estimates eight months. He said staff plans internal beta testing, an outreach plan for users (including the 'silver club' and gym members), and eventually offering membership packages that can include classes and prepaid water‑park tickets.
The resolution presented to the council also included a request to waive the competitive bid process pursuant to the cited city code provision. Councilman Pinedo moved approval, Councilwoman Reynoso seconded, and the measure passed on a recorded roll call.
Staff will return with implementation steps and continue working with IT and finance to finalize contracting and operational procedures prior to go‑live.
