Redevelopment commission clears routine consent items including loans, contracts, testing and claims

At its meeting, the Hammond Redevelopment Commission approved a slate of routine consent items and contracts in a single series of motions.

The commission approved minutes from meetings dated Nov. 4, Nov. 18 and Dec. 2, 2025. It approved a $10,000 homebound conditional loan to first-time buyer Brianna Ritchie of 3718 173rd Court; Ritchie attended by Zoom and told commissioners she was referred by a lender. The commission ratified an annual authorization for Westland & Bennett PC to execute purchase-and-sale closing documents for redevelopment transactions.

Other approvals included a roofing proposal from 5 Star Commercial Roofing for $15,000 to repair the flat roof at 6208 Kennedy Avenue (Windy City Pizza tenant), environmental testing and potential removal by J & M Reking Inc. for material found during demolition at 4712 Homan Avenue (estimated at about $23,000), and acceptance of an additional environmental consultant qualification from AmeriCo Engineering of Valparaiso (referred to staff). The commission also approved management agreements with the Hammond Development Corporation for 5209, 5233 and 5246 Homan Avenue with a two-year term, and it approved the claims register (R67982 through R68058) covering dates Dec. 2–12, 2025.

All items were approved on recorded roll-call votes with no dissent recorded in the transcript.
