Council initiates annexation into Community Facilities District for planned tract

The City Council voted unanimously on Dec. 18 to initiate proceedings to annex about 5.04 acres at the southwest corner of Via Florencia and Via Josefina into Community Facilities District No. 1. Financial analyst Jacob de la Cruz told the council this action is the first step the city must take to accept the owner’s petition and to allow for expedited proceedings and levy of a special tax for police and fire services.

De la Cruz said the tentative tract map (TTM38447) was originally approved by the council on Sept. 5, 2024 with a condition that the territory be annexed into CFD No. 1. If the council moves forward following public hearing, the city will record the map and set the election timeline required for annexation. Council scheduled the final action and public hearing for Feb. 5, 2026.

The motion to initiate the annexation was adopted 5‑0.
