Sandpoint council authorizes TAP application for Superior Street multimodal improvements

City public‑works staff told the council that Superior Street between the byway and First Avenue is a priority corridor lacking formal sidewalks and showing pedestrian desire lines. Staff proposed applying for an LTAC Transportation Alternatives (TAP) grant to fund improvements on the south side in a phased approach; eligible work would include multi‑use pathways, planter strips, curb adjustments, parking and pedestrian refuges.

Holly, Public Works director, said total project cost estimates are roughly $1.0 million and that the city could request up to $500,000 (federal funds) with a 7.34% local match. The grant is federal and carries Davis‑Bacon and related procurement requirements; property acquisition is not eligible under this program. Staff recommended using a phased approach that would advance design and community outreach while securing the grant.

Council voted to authorize staff to submit the TAP application and to pursue committee and community input during design. Staff will coordinate with committees and prepare design and environmental assessment work consistent with federal requirements if the grant is awarded.

Next steps: Staff to file the TAP application and then return with details if the city is invited to accept an award and proceed into design and construction phases.
