The Cibolo City Council voted to approve the preliminary plat for Cibolo Farms Unit 4 following a contested discussion about traffic access to Coy Lane and drainage design. Lance Elling of KCI explained the plan: Unit 4 includes two street stubs tying into Saddle Creek Ranch Unit 9B, a detention pond in Unit 1 and a second detention pond in Unit 4, and drainage designed to retain 120% of existing runoff and release at 80% of pre-development conditions.
Council members pressed staff for clarity about whether Unit 4 would create direct outflow onto Coy Lane; the engineer said traffic will be split among Green Valley, Grace Valley and Coy Lane and the road network will make multiple exits drivable once infrastructure is built. Several council members asked staff to send an exhibit overlay showing how Saddle Creek units and Cibolo Farms units connect so residents can see when the connection to Coy Lane will be usable.
When the council took a vote there were three ayes and three nays reported; the mayor then cast the deciding vote in favor and the motion carried. Council directed staff to provide the requested overlay and to return any required infrastructure details or cost impacts if UPRR or other agencies require changes to construction or crossings.
