Police present FY25 reconciliation of school‑resource officer interlocal; $5,030 timing difference noted

Chief Andreas presented the FY25 financial reconciliation for the School Resource Officer (SRO) interlocal agreement between the City of Cibolo and SCUC ISD. He said the SRO budget is based on nine assigned officers but that the city actually staffed four full‑time SRO officers and a sergeant during the fiscal year, producing lower personnel expenditures than budgeted.

Chief Andreas and finance staff reconciled revenue and expenditures and reported a small $5,030 difference attributable to longevity payments timing in the prior year. The chief said the district has paid reimbursements shown in the city’s records and that internal improvements in tracking indirect costs and quarterly 'true ups' will improve recovery going forward.

Mayor and council praised the officers’ presence in schools and asked that future interlocal language ensure full cost recovery where appropriate; the chief said staff will continue refining the accounting practices and work with finance to ensure costs are captured and billed correctly.

Next steps: Police and finance will continue refined reconciliation practices and propose any necessary ILA wording changes when that contract is renegotiated.
