Commissioners conduct two executive sessions, direct HR to hire selected candidate and authorize personnel resolutions

Bourbon County commissioners recessed into executive session twice to consider personnel matters under KSA 75‑43‑19(b)(1).

Early in the meeting Speaker 4 moved to enter executive session for 45 minutes to discuss non‑elected personnel matters. When the board returned Speaker 4 announced an action directing (the commission or) HR Director Dr. Cohen to hire the selected individual; the motion to return with action was seconded and approved by voice vote.

Later the commission again moved into executive session — this time for about 20 minutes with the treasurer expected to participate by phone — to further address non‑elected personnel matters. On returning, Speaker 4 moved and the board approved a motion authorizing the human resources director to resolve non‑elected personnel matters consistent with the executive session discussion and directed Commissioner Millburn to follow up with the individual noted in session.

Both executive sessions were conducted pursuant to KSA 75‑43‑19(b)(1), the statute governing private discussion of personnel matters, as cited on the record by the chair during the meeting.
