Bandera council appoints Deanna McCabe as mayor, approves bank and appraisal-district housekeeping

The City of Bandera council on Nov. 17 appointed Deanna McCabe as mayor and adopted several routine administrative measures, including updated bank signature cards and a four-way split for the city’s votes on the Bandera Central Appraisal District board.

Council convened and swore in Tammy O’Hara earlier in the meeting. Following a nomination and discussion about experience and seniority, council took a roll-call vote and approved the motion to appoint Deanna McCabe; Jeff Flowers cast the lone vote against the appointment.

Council also considered the city’s 80 votes for the Bandera Central Appraisal District board of directors. Lynn Palmer moved, and Jeff Flowers seconded, a motion to divide the 80 votes evenly among four candidates (20 votes each); council voted unanimously to adopt that allocation.

In a separate item, council approved resolution 2025-038 to update signature cards on Allstate Bank accounts, removing a former signer and adding Deanna McCabe as an authorized signer; council members will sign the updated forms after the meeting.

The meeting proceeded to grant and project updates and concluded with an announcement that the council would move into closed session later to consult with legal counsel on real-property and attorney consultation matters.
