Resident asks Millersville council about pet licensing and renter lists

During the public-comment period, resident Richard Frantz asked whether Millersville requires licenses for dogs and cats and whether the borough maintains a list of renters for reporting concerns.

Council members and staff replied that dog licensing is their understanding and that cat licensing is less clear; they said licensing and many related enforcement questions are governed at the county or state level rather than by the borough. When asked about a renter list, staff said property-owner responsibility governs many complaints and advised Frantz to submit a Right‑to‑Know/FOIA request for records; staff offered to follow up after the meeting.

The council did not take action on these questions during the meeting but offered to assist with the records request off‑line.
