Board approves driveway expansion variances at 2321 NW 186th Ave citing medical need

The Pembroke Pines Board of Adjustment unanimously approved variances that will legalize and expand a driveway at 2321 Northwest 186th Avenue to accommodate medical access needs for a household member.

Staff presented the petition from Jennifer and Shemar (Shemar/Shemar) Marston to allow 46% front‑lot coverage and 46% lot width where the land development code allows 40% for single‑family lots. Staff said the property received a permit approval on Sept. 19, 2024 (permit RX2041166) but that inspections have not yet been scheduled and landscape requirements must be satisfied at final inspection. A code compliance case (230100407) from Jan. 25, 2023 was also noted in the staff report.

Shemar Marston told the board the expansion is intended primarily to ensure safe and unobstructed vehicle access for his father, who has a significant cardiac condition (physician documentation provided to the file). "It's mainly just to make sure when he's able to get to the car, he doesn't have any obstruction or any issues getting into his car," Marston said, describing his father's limited tolerance for exertion and the need for close vehicle access for medical appointments.

Board members questioned the materials and whether earlier pavers constituted the cited work; staff noted the survey and the need to adjust the approach to meet engineering standards. Member Pitts moved to approve ZVR2020-5402 (46% front lot coverage) and ZVR2020-5403 (46% lot width) under Section 155.301 variance 1C; the motions were seconded and passed on roll‑call votes with all present members voting yes.

Staff reminded the Marstons to work with landscape staff and to secure any outstanding inspections and permits before final acceptance. The board issued congratulations and holiday greetings before moving to the next agenda item.
