Carroll County discusses compost-facility odor and EPA testing; officials weigh enforcement options

County staff updated the fiscal court Nov. 25 on corrective actions at the county compost facility and reported air-quality testing results conducted with EPA participation.

According to staff, EPA air-quality testing indicated multiple failed results: "They have failed 7 out of the 8," a staff speaker said. Commissioners said the odor has become a nuisance affecting residents’ quality of life and discussed pursuing state or federal enforcement if appropriate; one commissioner said, "If the state EPA or the Fed EPA will take it, then let's let them pick it." County staff said they will gather testing data and coordinate with regulatory partners to determine the strongest enforcement path.
