School consolidation prompts debate over staff placements and board oversight in Saint Joseph

District leaders outlined a multi-stage reorganization that includes administrator placements, transfer processes, and messaging to families and staff as the district consolidates middle- and elementary-level configurations.

Superintendent and HR staff said they have walked building spaces, met with staff and sent Google forms to gather educator preferences; sign-up sessions are scheduled for January and the administration anticipates most placements will be complete by February with contract approvals later in the spring.

Board discussion was vigorous. One board member said she was surprised to see placements beyond schools directly affected by closures and consolidation and warned that notifying staff of placements months before contract approval could prompt resignations or legal claims. She said: "If we're telling staff, here's what's going to happen, we don't have board approval to do it. We'll get it in 4 months, but go ahead and make decisions based on something that may or may not happen." (assembly paraphrase from the transcript)

Other trustees and the administration disagreed on the level of board involvement. Administration noted policy GCI authorizes reassignment to meet staffing needs and that board approval is required only when compensation changes; administrators argued early placement conversations are needed so staff can make informed personal decisions and to preserve staffing continuity.

Administrators also described multiple committees (student advisory council, staffing transition committee, transfer committee) and plans to communicate placements to families, including translated letters and options for the small number of students (10) affected by a building repurpose to remain at their current school.

The board asked administration to provide clear timelines, a staffing/transfer calendar and to present administrator placement contract items to the board in executive session in February and teacher contract approvals in March/April to allow board review before final approvals.
