Council approves voluntary annexation for Preserve at Coal Creek, adopts related fiscal plan

The Westfield City Council on Dec. 22 approved a voluntary annexation for the Preserve at Coal Creek and the accompanying fiscal plan.

Ryan Collingwood of the Community Development Department introduced the items, describing phase 1 of the Preserve at Coal Creek as approximately 6.24 acres located generally on the south side of East 191st Street. Collingwood said the annexation request is 100% voluntary and that Matt Skelton (representing the project) was available to answer questions.

Councilor McCarty moved to approve Resolution 25-160 (the fiscal plan) and Councilor Dart seconded; the resolution passed on a 4-1 roll call. The council then moved to adopt Ordinance 25-84 to annex the same real estate; that ordinance also passed 4-1 on roll call. The dissenting vote in both cases was recorded as one councilor voting "No."

No additional conditions or amendments were recorded in the meeting minutes; staff noted that the annexation and fiscal plan were presented together because the annexation requires a fiscal plan for services and budgeting.

The council returned to new business following the votes.
