Commission approves storm‑sewer easement tied to Northridge development with private maintenance terms

The Walker City Commission approved, as part of its consent agenda, a stormwater development and easement agreement associated with a Northridge Drive development on Dec. 22.

Public services director Scott told commissioners the proposal relocates a regional stormwater detention facility and uses a privately maintained concrete tank to handle both public and private stormwater. “Because that handles both public and private water, it immediately throws up red flags for us that we don't wanna be moving something that is public,” Scott said, describing the legal and maintenance concerns staff addressed while negotiating contract terms.

Scott said the developer worked through engineering challenges and the city attorney helped craft contract language that would provide long-term protections should the private maintenance arrangement remain in place for 10 to 20 years. The item was listed on the consent agenda as the storm sewer development and easement agreement for 1920 Real Estate LLC at 1782 Northridge Drive NW and passed with the consent items.

The consent agenda also included reported expenditures of $476,030.49 and the 2026 meeting schedule; commissioners approved the full consent agenda by voice vote. Scott and staff indicated engineering staff would remain available to answer follow-up questions and that the agreement expands the city’s typical maintenance agreement to incorporate privatized responsibility for this pond.

The agreement’s long-term protections and the requirement that each site maintain standard stormwater maintenance were described in staff remarks; the commission approved the consent agenda without further recorded opposition.
