Superintendent outlines four-part safety framework for Phoenix Elementary District

Superintendent Deborah Gonzales presented a four-part safety framework to the Phoenix Elementary District (4256) Governing Board during the 2025-12-11 recap, saying the plan is intended to make campuses safer and better prepared for emergencies.

Gonzales described the framework’s components as: (1) assessment and collaborative planning with community members, site teams and safety professionals; (2) clear, tiered responses for incidents ranging from medical emergencies to evacuations, shelter-in-place events and cyber incidents; (3) ongoing staff training and regular student and staff drills; and (4) a continuous improvement cycle that reviews drills and incidents to refine responses.

“Safety is foundational to learnings, and our students, families, and staff deserve environments where they feel protected, supported, and prepared,” Gonzales said. She added that all staff receive annual safety training while specialists receive targeted training.

The board said it remains committed to continuous improvement in safety practices. The recap did not include new policy changes, specific budget allocations for safety projects, or a timeline for implementing new measures; staff indicated drills and training are ongoing and that incident reviews will drive incremental improvements.
