The Granada Community Services District board on Dec. 18 approved a motion to extend Picasso preschool's lease no later than Aug. 31, 2026 if the operator requests it and to proceed with the district's planned Community Recreation Center (CRC) work.
The ad hoc CRC committee presented a final recommendation after reviewing local preschool capacity, zoning and feasibility. Committee members reported that nearby providers are adding spaces — Wilkinson School plans to add 24 preschool slots in fall 2026 and Seacrest School plans to open 12–15 additional preschool spaces in Half Moon Bay — and that recent expansion of transitional kindergarten has freed up some preschool seats. Based on that information, the committee recommended proceeding with the CRC but leaving Picasso the option to extend its lease through the 2026 school year to avoid displacing families.
Board members discussed the trade-offs between preserving short‑term childcare continuity for affected families and moving forward with park and CRC timelines. After floor comments, a director moved the recommendation, another seconded it, and the board approved the motion by voice vote (recorded as 5–0).
The motion instructs staff to finalize lease arrangements that allow Picasso to remain through Aug. 31, 2026 if requested, pursue minor renovations and a use permit needed for recreation programming, and continue work on contracting and traffic analysis tied to CRC development. Staff said additional CRC materials and a more detailed timeline and budget will return to the board in January for further review.
The committee emphasized that licensed childcare could not be accommodated within a very small CRC footprint and that the district does not have legal authority or space to run a licensed childcare program within the CRC itself. The extension was positioned as a transitional step to give families and the county time to absorb added capacity and for the district to advance park planning without abruptly displacing the preschool.
The next procedural step is for staff to bring the CRC contract packages and associated permits back to the board in January, including a traffic analysis and cost estimates.
