Charleston County’s Historic Preservation Commission approved Dec. 17 a certificate of historic appropriateness for a Craftsman-inspired two-story home with attached garage and an outdoor kitchen at 1578 Joe Rouse Road in the Phillips Community Historic District.
Monica Eustace presented the application and told commissioners staff found the proposed 2,656-square-foot house and 192-square-foot outdoor kitchen consistent with the district’s scale and mass. She noted nearby contributing resources and said the line of sight between the closest contributing resource and the subject property is interrupted by other residential parcels, so staff saw no impact to historic integrity.
Applicant Joe Hardman and spouse spoke in support and said the design followed pre-application guidance. A commissioner asked about accessory-structure setbacks and Monica confirmed accessory structures may be sited five feet from rear and side property lines consistent with county rules. A motion to approve with the standard staff condition carried on a roll call; the chair noted this decision is final for the commission and reminded interested parties of appeal rights to the Circuit Court of Charleston County.
The commission imposed the usual condition that major changes be processed under the historic preservation ordinance.
