The Oroville Planning Commission on Dec. 18 approved an amendment to the use permit that formalizes continued operation of the Shady Rest Mobile Home Park (UP2518).
Planner (Speaker 7) told the commission the park has operated at the site since a 1962 permit and that the applicant has provided a current California Department of Housing and Community Development (HCD) permit showing compliance with state regulations. Staff said the property is zoned large-lot residential, that mobile home parks require a use permit under the code, and that the proposal involves no changes to the park’s footprint or services. Staff recommended adopting a notice of exemption under CEQA for existing facilities and approving the use-permit amendment.
Commissioners asked whether neighbors had been notified and whether the permit would again include an expiration date. Speaker 7 said notices were mailed to properties within 300 feet and that staff received some phone inquiries but no objections. On expirations, staff said expiration dates are not normally added to use permits.
Commissioner (Speaker 4) moved to approve the use-permit renewal as agendized and Speaker 1 seconded. The motion passed unanimously.
The action records that the commission found the continued mobile-home use compatible with surrounding medium-low-density residential characteristics and relied on state HCD oversight for park maintenance and safety. No substantive public opposition was registered at the meeting. The commission’s approval does not change the property’s use or require site improvements; any future changes would return to the commission for review.
