At its December meeting, the Norwalk City Council approved several routine resolutions and contracts.
- TK Concrete/Main Street water-main project: Council approved pay estimate #6, change order #2, and a certificate of completion for TK Concrete. Staff said delays were tied primarily to a subcontractor and that TK agreed to liquidated damages for 19 days beyond substantial completion; staff recommended approval and the resolution passed on roll call.
- Engineering services agreement: Council approved an engineering services agreement with Beam for the 2026 Founders Water Main Improvements Project. Staff said design work will begin promptly with construction anticipated in 2026 and that funds are currently available in city accounts.
- Code update (Chapter 35): Council approved a final reading to repeal and replace Chapter 35 of the city code to align department language with how the department functions today.
