Committee recommends confirmation of 12 Central Waterfront Oversight Committee appointments

The Parks, Public Utilities and Technology Committee on Dec. 10 voted 5–0 to recommend confirmation of appointments 3405 through 3416 to the Central Waterfront Oversight Committee, forwarding the nominations to the full City Council for consideration on Dec. 16, 2025.

Marshall Foster, director of Seattle Center, and Tiffany Malachy, waterfront park operations manager, outlined the oversight committee’s role: ongoing evaluation of the new Waterfront Park’s maintenance, safety and programming performance and annual reporting to the mayor and council. Foster said the committee’s work followed a 2019 package that included a local improvement district (LID) that initially produced roughly $160 million for waterfront improvements.

Foster and Malachy described the committee’s composition (20 members encompassing at-large seats, property owner/tenant representation, nonprofit seats and Port of Seattle representation) and the group’s recent work to develop a performance standard for park maintenance and activation. Committee members thanked volunteers and noted these are unpaid, civic positions.

The clerk read the names of the positions proposed for reappointment; the committee then moved to recommend confirmation and recorded a unanimous roll-call vote. The reappointments were forwarded to the full council with the committee’s recommendation.
