Commissioners Approve $47,730 Contract for Housing Navigation with Tri County Drug and Alcohol

The Midland County commissioners approved a $47,730 contract with Tri County Drug and Alcohol to continue an eight-year housing navigation program that helps people exiting substance-use programs secure housing.

Melissa (Tri County representative) described how case managers identify clients, refer them to the county’s program, and coordinate a warm handoff. "Once housing is found and a lease is signed, we pay for 6 months of, you know, for 6 months of their housing," she said, adding that clients must remain active in a work or program requirement and pay utilities while the county assistance covers rent and some staffing costs.

Funding for the program comes through DAP; if participants become unresponsive after rent is prepaid the program has pursued eviction in rare cases (Melissa said the program has conducted two evictions over eight years).

The board approved the agreement after commissioners asked about follow-up when participants stop cooperating and how case managers identify housing providers. Officials said they maintain a network of providers and select placements based on availability and geographic suitability.

Next steps: Tri County and county staff will continue monthly case-management meetings and procure housing assistance funds under the approved contract.
