The Nebraska State Highway Commission unanimously authorized NDOT staff Dec. 12 to work with a partner identified in the meeting as "NSP" to explore a long-term rest-area proposal that would include a memorial wall.
Commissioner Kindig moved the authorization after staff described a concept for a rest area that would provide memorialization and traveler services. Commissioners emphasized collaboration on design and maintenance; staff said the agency would work with NSP on design options and return with cost and maintenance proposals in 2026.
"I moved to authorize NDOT to move forward and work with the state for a more long rest area proposal to honor," Commissioner Kindig said during the motion.
The commission voted unanimously to authorize NDOT to proceed with exploratory design work and partnership discussions. No final funding decision was made at the meeting; commissioners and staff said further information on design, costs and maintenance responsibilities will be presented in follow-up materials.
The authorization covers exploratory collaboration only; any construction or funding commitments will require separate approvals.
