Commissioners approve upgrade to electronic poll books, county to buy new iPads and hardwired printers

The Delaware County Board of Commissioners unanimously approved Resolution 25‑1080 on Dec. 18 to enter a software license and services agreement with No Inc, LLC for a new electronic poll‑book system and associated hardware.

Carla Herron introduced the No Inc presentation and said Delaware County first purchased No Inc electronic poll books more than 10 years ago. A No Inc representative described the planned replacement: the county will upgrade from iPad version 8 to iPad 11, replace Bluetooth printers with a compact, hardwired printer‑and‑tablet configuration, and maintain election equipment offline at polling locations.

County staff said they identified just over $10,000 in state funding that had been allocated but not used; that funding will help with the initial purchase. The presenter added that broader state reimbursement for hardware would require a legislative appropriation by the General Assembly, and staff cautioned that any further help is not guaranteed. "This really is just more of a hardware upgrade to maintain supportability," the election‑office presenter said.

Commissioners asked about timing and funding; staff said Apple support timelines and end‑of‑life for existing devices make the upgrade necessary. The board approved the contract and the budget appropriation by unanimous vote. The county said it will continue to keep voting equipment air‑gapped at polling locations.
