Hinesville annexation of Live Oak Church Road site presented to commissioners

Planning staff (Mr. Rickerson) presented details of an annexation and rezoning approved earlier by the City of Hinesville and effective January 1. The petition from Newbridge Residential Parks covers about 13.74 acres on Live Oak Church Road and will move the parcels into city jurisdiction to enable connection to Hinesville water and sewer.

Rickerson described the property history as a dilapidated mobile home park whose residents were relocated under a development agreement; the plan includes a northern area for townhomes and a southern portion for apartments. The applicant described buildout estimates in a range that included roughly 36 townhomes and between about 100 and up to 184 apartment units on the parcel. Rickerson noted the county had sent a notification letter and that the board can oppose annexations under state law if it desires to do so.

Commissioners discussed the potential impacts on county services, the developer
rrangement with the city for sewer/water capacity, and options such as the county buying capacity or asking the city to participate on certain infrastructure; no formal opposition was filed at the meeting.
