Resident criticizes mayoral conduct, alleges physical contact with reporter; council moves to closed session

Debbie Covington (PO Box 965, Sedalia) used the good-and-welfare portion of the Dec. 15 meeting to criticize the mayor’s conduct at the previous council meeting and to urge more transparency and respectful leadership.

Covington said the mayor "raised his voice, repeatedly bangs the gavel, and shuts down a constituent who is attempting to engage on a matter already being discussed by a council member, Mr. Scribner," and said that behavior is "not leadership, it is intimidation." She called free speech protections important when emotions are high and asked the council to maintain neutrality and restraint.

Covington also alleged she personally observed "Mister Dawson move towards a seated constituent, freelance reporter who has lawfully taken photographs," and that he "made physical contact by forcefully placing an object in the reporter's space." She described the conduct as inappropriate for an elected official and said she would continue to press for transparency and dialogue.

Following public comment and some council discussion, a motion to move into closed session pursuant to RSMo §610.021 (subsections cited for legal advice, real estate, personnel and negotiated contracts) was made and carried on a roll call. The public meeting minutes record that council entered closed session; closed-session deliberations were read in the transcript and are recorded in the official closed minutes where applicable.

No formal disciplinary action was recorded in the open meeting minutes. Covington urged council to change processes that she said exclude the public from meaningful engagement with agenda items and budgetary context.
