The Wayne County Commission approved Ways and Means report items that contained year-end budget adjustments and transfers, including a $25 million surplus transfer from the treasurer's delinquent-tax revolving fund into the county general fund.
Commissioner Kinloch, chairing the committee, said the package reconciles monies used during the fiscal year and moves funds among accounts after verification of specific uses. He told commissioners that a number of adjustments use general fund balances to eliminate deficits in other funds or provide funding for special items. Fiscal staff Terrence Adams confirmed the majority of adjustments are funded from the general fund use of fund balance and noted fund and account origins are included in the department reports.
Commissioner Tim Killeen said external auditors have repeatedly cited late budget adjustments and welcomed the committee's work to get amendments processed earlier. Kinloch said additional adjustments may still be needed in January. The motion to approve the Ways and Means report carried.
