The Red Oak City Council voted to authorize an individual project order with Kimley‑Horn & Associates for the Stainback Road pavement improvement project, approving engineering, design and construction‑phase services.
City staff explained the plan would remove about 12 inches of failed material, rebuild the subgrade and provide 4 inches of asphalt on residential streets while higher‑use segments would receive thicker concrete sections. The work also includes drainage repairs and traffic‑management planning; staff noted the project was included in the budget and will be funded in part by road‑impact fees collected from nearby developments.
Mr. Benford, the staff presenter, estimated approximately eight months of engineering work before the project enters a bid phase. He said crews will coordinate traffic messaging and partner with Fire and Police during construction to limit disruptions. Council members pressed staff on staging and resident notification; staff said they would provide extensive outreach during the construction phase.
Council adopted Resolution No. 25-095R to hire Kimley‑Horn and move the project forward; the vote was unanimous.
Next steps: staff will begin detailed engineering, staging and public outreach ahead of the bidding process.
