Sierra Vista — The City Council on Dec. 11 adopted ordinance amendments that shift subdivision and land-division approvals from the Planning & Zoning Commission and city council to an administrative Development Review Committee (DRC) to meet a statewide statutory requirement.
Community development staff told the council the changes implement House Bill 2447 (governor-signed statute) requiring municipalities to authorize administrative review and approval for preliminary plats, final plats, lot-line adjustments and minor plat amendments with the aim of expediting the review process. Staff said the amendment delegates preliminary and final plat approval to the DRC, requires the DRC to issue formal decision letters replacing council resolutions, updates signature blocks so the community development director can sign approvals, adjusts improvement security language for administrative oversight and confirms minor plat amendments remain administrative.
"Approval of the amendments will bring the subdivision regulations in compliance with state law," Mr. Prigel said. The Planning & Zoning Commission had unanimously recommended approval. The council adopted the ordinance with no recorded opposition.
Staff indicated the statutory adoption deadline is Dec. 31, 2025; the administrative procedures and signature authority will be updated in city processes following council action.
