Sierra Vista amends noise rules to match state law, allowing earlier summer construction starts

Sierra Vista — The City Council voted Dec. 11 to amend local noise regulations to align with state law and allow earlier construction start times during the summer.

City staff said Arizona Senate Bill 1182, signed into law May 13, 2025, prevents municipalities from enforcing local noise restrictions that would limit general construction activities between 7 a.m. and 7 p.m. during certain months; the city's amendment sets weekday construction start times at 5 a.m. between May 1 and Oct. 15 (ending at 8 p.m.), shifting the previous year-round start time of 6 a.m. The change also includes a limited exemption for concrete pours occurring up to one hour before general construction starts.

"So the only change in terms of the construction times is the fact that it's going to be starting one hour earlier," Mr. Prigel said. Councilmembers asked for clarification about seasonal scheduling; staff confirmed that outside May 1–Oct. 15 the start time remains 6 a.m. The ordinance passed with unanimous approval.

City staff said the amendment is intended to provide relief for construction workers during hot summer months while keeping other time limits unchanged.
