Galena preservation commission denies vinyl window replacement at 304 North Division

Galena's Historic Preservation Commission voted at its meeting to deny an owner's request to replace eight front-porch windows at 304 North Division with vinyl units.

Commission members said the proposed vinyl windows would not match the existing exterior profile and brick-mold trim that contribute to the building's historic character. During discussion one commissioner said, "I don't feel like we ought to make an exception here," arguing against an exception for vinyl on a contributing historic property. Another commissioner described the visible detail as "the outside trim," noting the importance of matching original profiles.

The application, listed in the agenda as HP 25HPC054 and associated with owner Joseph Dillon, prompted back-and-forth about whether modern replacement units are available to fit the existing openings and whether full-frame replacement would require reinstating the brick-mold profile. A commissioner noted that approved replacement windows typically come with exterior trim designed to match the original frames, and said those options were preferable to vinyl.

A member moved to deny the application and the motion was seconded; a roll-call vote followed and the commission carried the motion. The denial applies to the application as submitted; the commission did not adopt specific alternative window specifications at the meeting.

The commission's action concerns only the preservation review; any future revised application or council-level actions would follow local procedures.
