Committee substitutes ordinance to realign council committees, removes obsolete boards

The Committee on Council approved a substitute ordinance at second reading to update Section 2‑135 of the City of Atlanta Code of Ordinances, a measure staff described as a cleanup and realignment of council standing committees.

According to staff, the redline substitute removes obsolete boards and commissions, updates office names (for example, the Office of Film and Entertainment will be listed as the Office of Film, Entertainment and Nightlife) and clarifies committee jurisdiction for specific matters (such as moving some communications‑related cable matters to City Utilities Committee). Staff said the Research & Policy team, Law Department and Finance Department reviewed the changes.

Chair Isha Collins moved to substitute the ordinance; the substitute was approved by the committee 6–0. Staff characterized the edits as “minuscule” formatting and alignment corrections but also noted several reassignments of subject matters to better reflect current departmental structures.

The committee recorded the substitute as favorable and will forward the ordinance to the full council for the next steps in the ordinance adoption process.
