Committee recommends starting sale process for 4.26-acre surplus parcel on Perryville Road

The Machesney Park Administration Finance Committee voted to forward Resolution 75 R 25 to the full board with a positive recommendation authorizing staff to begin the disposal process for surplus real estate at 7755 Perryville Road.

Village Administrator James Richter told the committee the village received an offer on 4.26 acres at the northeast corner of Perryville Road and Vaughn Dale Drive and recommended authorizing staff to commence the statutorily required disposal process. Richter said a 13‑acre site nearby hosts a community solar project that produces rent income.

Richter described prior and proposed development activity near the parcel: a Barrick Development senior housing proposal “fell through” when the developer did not obtain tax credits from the Illinois Housing Development Authority (IHDA), and Richter said Barrick plans to reapply for credits. Richter also identified a Next Generation proposal for a 63‑unit market‑rate apartment complex with rents he said would range from about $1,400 to $2,500 per month.

Trustee Vitale asked whether congestion was likely if a 63‑unit apartment project were approved. Richter said he did not anticipate congestion because the intersection and signal design contemplated commercial and higher‑intensity uses, and because a solar project typically generates minimal traffic.

The committee voted aye with no recorded opposition; Resolution 75 R 25 will go to the full board with a positive recommendation to begin the disposal process.

Next steps: staff is authorized to commence the disposal process under applicable statute and will report back as required.
