Commission recommends permit for small woodworking manufacturer with safety and screening conditions

The Jasper City Planning Commission on Nov. 25 recommended approval of a special-use permit allowing custom woodworking and millwork manufacturing at 279 Confederate Avenue, proposed by Iyan Cormay on behalf of Jean Kent Holdings.

Cormay said the business will produce high-end millwork for commercial hospitality projects and emphasized the desire to locate the operation in Jasper. Planning staff recommended approval with six conditions intended to limit fumes, noise and outdoor impacts: no on-site staining or chemical finishing without separate planning and fire-marshal approval; outdoor storage screened by a fence not less than 6 feet tall; restriping of parking and required ADA signage; a city business license before opening; approval of new signage prior to installation; and acknowledgement of the city's temporary suspension on new water and sewer connections (staff said the property has an active water meter).

A nearby property owner raised concerns about recent tractor-trailer staging and bottlenecks in a cul-de-sac, saying heavy truck activity had blocked private drives and damaged private pads. Cormay and staff responded that the woodworking operation intends to use box trucks and an on-site loading dock and that the applicant does not plan bulk, high-volume production requiring 18-wheel trucks. Staff also said a paint booth that had been staged on the property was removed and that paint/chemical finishing is not proposed at this time.

The commission moved, seconded and voted to recommend approval with the six listed conditions; the recommendation will be forwarded to City Council for final action. Neighbor concerns about truck staging were noted and, if they persist, may need additional operational restrictions or enforcement at site-plan stage.
