Williamsport council votes to place home‑rule study question on May 2026 ballot

Councilmember Meeley introduced a resolution committing the mayor and the city council to place a question on the May 19, 2026 ballot asking voters whether to elect a seven‑member government study commission to study the city’s form of government and, if advisable, draft a home‑rule charter.

Meeley said the recommendation follows the state Department of Community and Economic Development’s strategic management planning guidance and PFM’s financial recommendations; supporters argued that home‑rule could increase revenue flexibility, reduce reliance on property tax and improve local control. The resolution states the administration and council will jointly nominate a slate of seven candidates for the government study commission while preserving voters’ right to nominate others.

Council members emphasized the need for broad public education and outreach before voters decide; the council approved the resolution 7‑0.
