The City Planning Commission voted to approve a staff‑recommended amendment to the roadway master plan that downgrades a planned A2 arterial to a C1 collector within the Riverstone Trails development and to recommend approval of the project’s master preliminary plat.
Jorge Chavez, a traffic engineer with the public works department, presented the amendment request. He said the Riverstone Trails development — located west of FM 1889 and south of FM 1694 — is planned to build in three phases and will contain roughly 226 units at completion. Based on the developer’s submitted trip projections, staff concluded the projected peak AM/PM trips fall within thresholds for a C1 collector (two travel lanes and a 60‑foot right‑of‑way) rather than an A2 arterial (four lanes and a 100‑foot right‑of‑way). Staff supported the amendment and recommended that the Planning Commission approve the change and the accompanying master preliminary plat.
Commissioners asked technical questions about alignment, potential future jogs where adjacent parcels might develop differently (one commissioner referenced a past example as “Fred’s Folly”), and property ownership along the southern boundary. Staff said ownership can change before platting, that the UDC and future design work allow adjustments to the alignment if necessary, and that the amendment is not an absolute, irrevocable configuration — future engineering and adjacent development could reshape the final alignment.
A nearby resident who said he chaired the impact‑fee committee (Mastagasi, District 5) spoke in support of the staff recommendation, agreeing with commissioner concerns but noting the map shows alternate alignments and that the UTP practice often splits easement costs between adjacent owners. After public comment and commissioner questions, the commission approved the roadway reclassification and the master preliminary plat by voice vote.
The commission’s approval advances the plat and master plan to subsequent technical reviews and to City Council for final action.
